While I haven't used one of these, seems easy enough. Standard troubleshooting procedure would be to disconnect the op amps and see if -3.3V appears on pin 5. If not, either the chip is dead or your capacitors aren't correct (I notice you don't show polarity marks on the 10 uf caps, assuming tantalum make sure they aren't connected backwards). If it works no load then your op amps are likely drawing too much current for the circuit.
