One is all you need but you can have as many as you want. You do need the --> and the end of the line "< !-- -->". Left angular bracket, exclamation mark and two dashes at the beginning and two dashes and right angular bracket at the end. If you are using an svg editor like notepad++ the line should turn green if it is a remark.
